The Agago district's lower local government leaders have 25th October 2022 criticized the procurement procedures including the supervision and monitoring of government projects attributing it to the rampant increase in the commissioning of shoddy works.
Mr. Geoffrey Oweka, the Lira-palwo sub-county chairperson while speaking during the budget conference stated that lower local governments are uncomfortable with the district authorities as procurements are a concern.
Oweka said that heads of departments are involved in recommending payments of unfinished and shoddy works which does not reflect the taxpayer’s money used.
Mr. Santo sans Ongom, the Adilang town council chairperson III, however, stated that the government should revise its procurement procedures since it undermines the power of the lower local government.
Mr. Stephen Oloya, the Agago district chief administrative officer warned the chairpersons that they risk arrest if they fail to follow the procurements guidelines.
He said that technical officers are responsible for the supervision and recommending the state of the ongoing projects, who later give certification for payments to be made.
According to the leaders, among the projects that went bad because of the disastrous procurement procedures are; dam construction in Lamiyo sub-county, and beehive procurement in Lira-palwo sub-county, among others.
