Works Department in Pader Under Spotlight Over Presence of two Different Bills of Quantities (BOQ)

The Pader district resident commissioner has directed the district, internal security officer, to investigate the presence of two different bills of quantities with different amounts during his handover of the site to Denflo Construction company limited in Puranga sub-county, Pader district on Wednesday, 13th April 2022.


Milton Odongo, The Pader district resident commissioner has recommended an immediate investigation into the matter as to why there are two different bills of quantities showing different items. He added that the contract deserved not to be handed over because the items in the BOQ that the district has is different from the BOQ of the contractor.


According to Odongo, the contractor's BOQ for Ogonyo primary school renovation project is worth 35 million shillings, but the district’s BOQ was reportedly worth more than a 35million making it short of other features to be included in the building without telling amount for the district's BOQ. The project period is three months from April to August of 2022.


Fearless Kilama Obwoya, the Pader district chairperson said that they have given the team up to next month before the second monitoring of the project in May 2022 to handle the matter and finish up the work.


He further urged the district works focal people to produce the original copy of the BOQ since there are differences between the two copies.


Meanwhile, the Denflo contractor, who asked for his name not to be revealed said that they will go on with the work, but will follow the BOQ that they have and not the one for the district. He added that the BOQ is what guides their work, and cannot alter or use the one for the district.


Robert Ocen, the Pader district engineer in charge of the building who accompanied the district team to the site in an interview told our reporter that he could not respond on the matter immediately, and said he will be able to respond on Monday, 19th April 2022 next week.


Joyce Ongee Anek, the Pader principal assistant secretary confirmed the differences in the two BOQ and said that the district will follow up on the matter where the changes could have emerged from.
