Omoro LC V Call for Amendments of Article 82 in Constitution During Burial for Late Oulanyah



The Omoro district chairperson has on Friday, 8th April 2022 called for the amendments of the constitution that allows the election of the speaker if the position felt vacant following the death of the speaker before his tenure of office elapsed in 2026.


Article 82(4) provides that subject to Clause (4) of Article 81 of this Constitution, “no business shall be transacted in Parliament other than an election to the office of Speaker at any time that office is vacant”.


Clause 4 of Article 81 relates to incoming lawmakers taking oaths of office, and members of Parliament, to be eligible to vote and be voted, as Speaker.


Douglas Okello peter Okao, the Omoro district chairperson while giving his speech during the burial of the late Rt Hon. Jacob Oulanyah said that the constitution is barbaric, uncultured, and uncalled for in the country.


He added that for purposes of continuity, the law has to be amended by the 11th parliament.

Meanwhile, Anthony Akol, the chairperson of the Acholi Parliamentary Group urged the president to interest himself in investigating the cause of the death since there is an allegation of poison claims.


He added that there is no need to arrest the people for uttering that late Oulanyah was poison.
